Nominate places and spaces in your community as Assets of Community Value. Your community will then have the opportunity to bid for them if they come up for sale.

A building or piece of land is an Asset of Community Value if its main use is, or recently has been, to further the social wellbeing or social interest of the local community, and it could do so in the future.

The community right to challenge was introduced by The Localism Act 2011. It is part of the government’s plan to shift power back to communities and allows certain groups to apply to run council services.

Community right to challenge

Who can apply?

The groups that are eligible to express an interest in running a council service are set out in the act.

They are:

  • Voluntary and community bodies
  • Organisations set up for solely charitable purposes
  • Parish councils
  • Two or more employees of the council

Timing of expressions of interest

The scheme is open for expressions of interest between: 1 March and 30 April each year.

For council services that are currently delivered by another organisation through a contract with the council - the scheme is open for expressions of interest during the period of three months: Starting 15 months and ending 12 months before the contract expiry date (based on the initial term of the contract).

For example: If a contract expires on 31 December 2019 - expressions of interest would be received between 1 October and 31 December 2018.

You have between 6 and 26 weeks to express an interest.

Decision making timetable

We will contact you within 30 days of receiving your expression of interest. It can take from between 6 and 26 weeks to complete the process.

Notification of decision

If your expression of interest is rejected the reasons for this decision will be published within 10 working days of receiving the rejection.

Procurement process / acceptance

If your expression of interest is accepted - you will be able to make a formal bid to run the service.

Please note: Other organisations will also have the chance to bid to run the service.
