Home Energy Conservation Act (HECA)
What is The Home Energy Conservation Act?
The Home Energy Conservation Act (HECA) recognises Councils’ position of influence to improve the energy efficiency of residential accommodation within their areas. Under HECA, Councils are required to submit a report to the government every two years detailing energy efficiency actions undertaken in the preceding two-year period.
It is intended to inform energy efficiency policy and to allow the government to build a picture of local and national delivery.
